Yes, absolutely. A clip-on earring can be turned into a pendant. However, the clip-on earring design determines how it can be done.
What are clip-on earrings?
Clip-on earrings are popular for people with non-pierced ears. They are available in most styles and in precious and non-precious metal varieties. The design typically features a hinged/sprung fitting to clamp around the earlobe, holding the earring in place. This is in contrast to regular earring backs favoured for pierced ears.
Why would you want to change an earring into a necklace?
In instances where an earring has been lost, and the remaining earring has value/design appeal, a pendant could be a good option.
What is the simplest way to change an earring into a pendant?
The easiest way to turn an earring into a pendant is to add a small ring—or two small rings—to allow a chain to pass through.

An example from our jewellery workshop.
One of my recent challenges came from a local client with a cherished 14ct Gold leaf-style earring. With one of the earrings lost, a pendant made great sense. Initially, we discussed adding a small jump ring to the existing open latch. However, I decided to make a tapered, slender bail. This proved a better match to the design, which featured a beautiful Emerald gemstone at the centre of the flower.
The simple transformation took under an hour to complete, and the pendant was re-polished as part of the final stages.
